Land Use Projects Set for Hearing

Delta Paving Gravel Pit Conditional Use Permit (CUP) (PLN21-080)

This application is to amend an existing Development Agreement (Resolution No. 99-R-009) for the Delta Paving Gravel Pit. A permit is being pursued to account for an expansion of mining on to an adjoining parcel (Parcel 345510100028), and the addition of a hot mix asphalt plant to the site. Mining, processing, and concrete production were previously permitted (Parcels: 345510202002 & 345503400053). By expanding the operation, Elam Construction will be able to serve the local construction market with quality materials. The allowance of asphalt production on the site will broaden their involvement in the local construction market by allowing them to support nearby paving projects such as those on Highway 92, 65, and 50 surrounding Delta and Orchard City. To allow the production of asphalt, the applicant requests the removal of the Approval Condition No. 9 on the prior Development Agreement, BoCC Resolution No. 99-R-009. Garnet Mesa Solar LLC Renewable Energy Facility (PLN22-084)

An application for a 360-acre (80.0 MWac/102.5 MWdc), ground mounted, solar photovoltaic generating facility and collector substation was denied by the Board of County Commissioners (BoCC) under PLN21-030 in March 2022.  The applicant submitted information presenting a material change to consider the project as a new application (PLN22-084).  New information includes an “Irrigation Feasibility Evaluation” prepared by Morales Engineering & Consulting to address concerns about the viability to continue agricultural operations on the sites.
