NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Delta County, Colorado will hold a public hearing to consider:
Case/Name: PLN22-084/Garnet Mesa Solar Project (Guzman Energy)
Project Location: This project site includes five (5) parcels generally located between 2200 Road on the east and 2050 Road on the west, north and south of G Road east of the City of Delta:
A. South-West Site (blue) includes development of solar arrays and related infrastructure on two parcels totaling about 280+ acres: Parcel 345523100001 (G Road/2100 Road); and Parcel 345523200009 (20426 G Road).
B. North-East Site (blue) includes development of solar arrays and related infrastructure on 181.5 acres (Parcel 345513300020, 6687 2200 Road).
C. Easements. Two (2) parcels include easements that support the project (purple): 1) Parcel 345513300009 (5590 2100 Road, 2.56 acres). 30-foot easement for utility connection between the North-east Site and South-West Site. 2) Parcel 345513100022 (6687 2200 Road, 67.55 acres). 60-foot easement providing access from North-East Site to 2200 Road.
Project Description: Guzman Energy submitted an application to develop an 80.0 MWac (102.5MWdc), ground mounted, solar photovoltaic generating facility and collector substation. Based on the design as submitted in the permit package, the solar panels would cover about 129 acres of the total 473 acres, which is about 27% coverage. Traffic controls will be in place during a 4-month construction period. This facility will be designed with strings of panels mounted on rows of single axis trackers (posts), which can be monitored and operated remotely 7 days/week, 24 hours/day to track performance, diagnose issues, and schedule on-site maintenance. At sunset, the solar array trackers will enter a “sleep” mode where they are held still (quiet) in the most stable position to protect against any night winds. Each site will be secured with a 7-foot-tall wire mesh fence with wood posts, and landscaping will be installed to help screen the site from surrounding areas.
The project sites are zoned A-20 and A-5, as noted above. Under the 2021 Land Use Code, Renewable Energy Facilities are subject to a Limited Use (Zoning) Permit in all zoning designations.
Hearing Date, Time, Place:
On July 13, 2022, the Planning Commission unanimously voted to recommend that the Board of County Commissioners approve the project.

Comments must be received no later than 3:00 p.m. on Tuesday, August 9, 2022 to be included with the agenda packet. Information and comments provided after this deadline, but prior to the hearing date, will be distributed to the Board members. Other submits will be presented at the meeting.
